Got a swatch of the navy ("Toulouse Navy Mercerized Cotton Voile") and it is indeed a voile. It's thinner than I expected, and see through. (It's typical for a thin light colored fabric to be see-through, but for a dark color like this I was surprised). Definitely can't make an unlined skirt out of this. I don't think I could make a shirt with it either without lining it.
