Cotton Voile is always sheer to semi-sheer, especially in light, and is best used in garments that are worn over other garments, such as a flowing blouse over a camisole, for Summer. You can line it, but then you take away its lovely property of being light, airy, and very breathable. Cotton voile, in my experience, is by far the easiest sheer fabric to sew. It behaves like a cotton woven, but looks like a million bucks.
